10 accused in April 15 AT attack nabbed

Who are the conspirators?

ITANAGAR, Jul 25: The pressure built up by the media fraternity against repeated attacks on them and their establishment ultimately yielded result with police Tuesday night arresting 10 accused in the April 15 Arunachal Times vandalisation case.

Briefing mediapersons in the Press Club premises here today, Capital SP Hibu Tamang disclosed that 10 youths, mostly students, were arrested during a night-long operation with the help of CCTV camera footage published in the local dailies recently.

All the 10 youths were given a 14-day police remand by the local magistrate Wednesday, the SP informed, adding that Itanagar PS Case No 86/2012 was registered u/s 454, 427/34 IPC - all non-bailable sections - before launching the investigation. A team of capital police comprising Capital ASP D P Dutta,  SDPO Taru Gusar, OC Itanagar PS Inspector Make Bui, SIs  C. A. Namchoom, D. Bagra, Inya Ete,  and S I Habung Tapa, I/C OP Nirjuli alongwith IRBn commando and other police personnel from capital under the supervision of the SP conducted the operation.

“During interrogation, the accused admitted of their involvement in vandalising the office of The Arunachal Times and identified themselves in the footage,” the SP disclosed. Police suspects that the same group may be linked to the July 15 assassination attempt on journalist Tongam Rina in front of the daily’s office, he said adding that the modus operandi was the same in both the cases, and that both incidents occurred on Sundays.

Personal vendetta was less likely cause than, seemingly, to create sensation and send a louder wrong message outside the state, Tamang hinted.

Responding to a volley of questions, he admitted his mistake of not allowing the footage to be published. “There is no definite definition of investigation and I thought such publication will alert the culprits but it is a lesson,” he said.

“I convey my appreciation to AT for allowing publication of the footage which greatly help in bringing these accused to book with the whole-hearted support of the civil society.”

He, however, refused to divulge the names saying more arrests and disclosure, particularly on the possible link between the two cases, are expected during the ongoing sustained interrogation. Photographs and names would be released soon after completion of the legal process, he said.

Terming Rina’s attack case as a personal and professional challenge for him, Tamang said “few disgruntled people are out to create law and order problems while the masses want peace. With the cooperation of the masses, I am hopeful of solving the case soon,” a visibly happy Tamang said.

“You are also police officers without uniform and I am a citizen with uniform and our united efforts alone will bring peace and tranquility in the society”.

Responding to another question, he said that those who assisted in the arrest have been suitably rewarded, while Rs 2 lakh reward to provide definite clue in Rina attack case still stands. However, the identity will be kept secret, he said.

When the pressperson apprehended the possibility of backlash following the arrests, the SP said that he is working to file a fool-proof charge-sheet for awarding stringent punishment to them which would serve as a deterrent against such attacks.

Responding to the fear that the accused would be out on bail soon as has been experienced in the past, the SP said that police only investigate, arrest and file charge-sheets as part of the criminal justice system. The other wings - judiciary is to try and award punishment to the criminals while the jail serves as a home to reform them.

“Grant of bail within no time to an accused by the court demoralises the police force but we are under the system and have no control over it”.

Meanwhile, the Arunachal Pradesh Union of Working Journalists and Arunachal Press Club made a strong plea to the GoAP to ensure that bail applications of the accused are strongly opposed so that the criminals develop fear for law. If they are granted bail immediately, they feared, possibility of backlash contrary to the GoAP’s resolve to instil a sense of security in the state capital. Though Capital DC Sanjoy Goel during a thorough briefing Tuesday has directed all the magistrates under his jurisdiction not to succumb to any pressure while considering bail to accused, particularly in media attack cases, the media fraternity decided to keep a close watch to assess if it is a commitment or a lip service. If required they decided to engage legal expert to advise them.

When reiterated on the security of the press establishments and press persons, the SP informed that the GoAP has expressed its seriousness on security front for which he has proposed strengthening policing by reviving the police beats, providing more vehicles for mobility and PCR vans besides additional manpower to tackle the growing menace of crimes.

Moreover, political secretary to CM, Bamang Tago informed that at the directive of the chief minister, he inspected all the media houses Tuesday for installation of high-resolution CCTV cameras besides assessing the security aspects. He has been directed by the CM to ensure both for the security of the journalists so that they could work without any fear or favour, Tago informed.

The members conveyed their gratefulness to septuagenarian Yadap Apang, printer and publisher of Arunachal Times, who despite a night-long road journey from her native place Yingkiong Tuesday, came to the Press Club to show her solidarity with the press fraternity and advised them to work fearlessly honouring press ethics.

In a one to one talk with the SP, she asked him to take stringent actions against the perpetrators of crimes, particularly against the journalists as it has tarnished the image of the state.

“My blessings are with you. Act like a professional police officer to bring all culprits to book to send a louder message that Arunachal Pradesh is a crime free state,” she emotionally added.

Rina is still convulsing in Ramakrishna Mission Hospital here but improving fast.

“It is unfortunate to observe that the series of incidents like, brutal attack on Haku Tatak, a law student, the murder in the month of March at Papu Nallah and Chimpu, burning of APPSC office building in January, burning of PWD office, the Tamar Yoka case of Nirjuli, are yet to be solved and see light of the day,” APPSU said in a release while expressing grave concern over deteriorated law and order problem in the state capital.

More over the process of judiciary in the state has given ample opportunities for the criminals to jump bail, it said.

Endorsing the Arunachal Law Students’ Union (ALSU)’s demand for early separation of judiciary from executives in the state, AAPSU said that separation of judiciary from executives would go a long way in containing criminal activities in the state with quick disposal of cases.

Meanwhile, the union in its central executive council meeting (CEC) in the wake of 4th North East Cultural festival from August 7 to 10, has constituted a committee with Takam Tatung, president AAPSU as chairman, Sammujal Bhattacharjee, chairman NESO as chief patron and Gumjum Haider, Secretary General NESO as patron for the successful conduct and urged the state government to beef up security measure  for the mega event.

The woes of Dibang Valley people

Dear Editor,

We all know that Dibang Valley is facing the wrath of nature. Natural calamities have totally disrupted  road transport and communication system in the district forcing the common people and government employees  to face acute shortage of food and other  essential needs.

Unfortunately, transportation charges have been raised unbelievably in this hours of  crisis. From Anini to 73 k.m the current rate is Rs 300 and from Arzu to Roing it is Rs 700.  Besides the exorbitant rate of transportation,   sky rocketing prices of essential commodities badly affected the  life of common people.

Therefore, I on behalf of the local people of Dibang valley, appeal the concerned authority, particularly the district administration to look into the matter and take urgent measures to stop unnecessary exploitation of the situation.

Yours,

Rajiv Mihu

Former Secretary, All Idu Mishmi Student Union (AIMSU)

Money is not everything

Dear Editor,

I would like to draw the attention to concern authorities regarding the recent advertisement published in a local daily for district-wise recruitment to the posts of AAPBN and IRBN constables under Arunachal Pradesh Police.

Right from the time of publication of the advertisement the noisome news spread entire district regarding the recruitment to the said posts but I take it normal thinking that it might be misinformation as usually people use to spread. But, very soon it shocked me lot when I witnessed the atmosphere of my native town Daporijo regarding the advertisement.

I found that everyone were engaged in search of money through various ways such as selling their own land, local ornaments, domesticated animals, farm field etc., to obtain sum of Rs. 2 lakh which is popularly said to be known as bribe price for the each post of AAPBN and IRBN.

So far I know the physical standard for a candidate should be – height 165 cm (general) and 160 cm (APST), while Chest – 78 cm (normal) and 84 (expanded). But I found that few aspiring candidates who are physically  unfit as per cited physical standard are also in the queue of bribe track.

If money is everything, then just imagine, what will be the fate of those candidates who have the capability to become a police constable  but no money? What will be the future of poor candidates? Should we let their dream remains as dream? Hope! It’s not fair for you too.

Therefore, such an illusion and aberrant policy should be put to an end as soon as possible before it happens, to save the state from balding its future, which is the abhorrence of our society. I am not against anyone as it’s personal matter, rather want to remove false ideology from our state and nation as a whole so that every candidate gets equal opportunity as per their talent, abilities and qualification.

Therefore, I appeal to all the concern authorities, especially higher authorities of police department to look into the matter very seriously so that deserving candidates get chance as per talents and ability not by the money power.

Yours,

Metum Soki

Aging population cause concern

Asia’s aging population is a development challenge, since caring for the elderly can be costly and economic growth and productivity depend on a labor force regularly replenished with young adult workers.

Only a minority of Asia's elderly receive pension benefits. Indeed, only about one-quarter of the workforce is covered by contributory pensions in the People’s Republic of China, Philippines and Sri Lanka. Less than one in 10 are covered by contributory pensions in Bangladesh, India, Indonesia and Vietnam.

As Asia's population ages, developing countries in the region should explore social pensions that provide cash benefits to vulnerable older citizens who are most in need of a safety net, said a new publication from the Asian Development Bank.

The study, Social Protection for Older Persons: Social Pensions in Asia, looks at various non-contributory social pension schemes in the region and suggests that even providing a small bit of assistance can go a long way to reducing poverty. Case studies from Bangladesh, Nepal, Thailand and Vietnam illustrate that a social pension program with low benefits to many beneficiaries is more beneficial than high benefits to few beneficiaries.

The study found that targeting social pensions to income or poverty levels – as opposed to universal coverage – makes it difficult to identify eligible beneficiaries and can lead to mismanagement and favoritism.
